U.S. States That Have Sent Cease & Desist Letters to Stop Unregulated Sports Betting Sites

Alabama

Online sports betting is not regulated in Alabama. It is therefore understood that any platform facilitating the activity is operating illegally. The state has not specifically issued formal cease and desist letters to unregulated operators since the federal ban was struck down in 2018.

Alaska

Online sports betting is not regulated in Alaska. It is therefore understood that any platform facilitating the activity is operating illegally. The state has not specifically issued formal cease and desist letters to unregulated operators since the federal ban was struck down in 2018.

Arizona

As of 2025, the Arizona Department of Gaming (ADG) has issued cease and desist orders to unlicensed operators engaged in illegal online gambling activities, including casino gaming and sports betting sites. They have also issued cease and desist letters to online sports trading sites which currently persist in a legal grey area.

Arkansas

In 2024, the Arkansas Department of Finance and Administration (DFA) sent cease and desist letters to two Daily Fantasy Sports operators that DFA believed to be offering unlicensed sports betting in violation of Amendment 100 to the Arkansas Constitution.

California

Online sports betting is not regulated in California. It is therefore understood that any platform facilitating the activity is operating illegally. The state has not specifically issued formal cease and desist letters to unregulated operators since the federal ban was struck down in 2018.

Colorado

In 2024, Colorado sent a cease-and-desist letter to the offshore sportsbook Bovada (Harp Media B.V.) to stop its unlicensed operations within the state. As of 2025, the Colorado Division of Gaming has stated it has sent cease-and-desist letters to various other offshore unregulated operators.

Connecticut

In 2024, the Connecticut Department of Consumer Protection (DCP) sent a cease-and-desist letter to Bovada (Harp Media B.V.), requiring them to halt all services in the state. The letter noted that Bovada did not possess a necessary online gaming operator's license in Connecticut.

Delaware

The Delaware Attorney General has sent cease and desist letters to online casino operators in 2025, but has not sent the same orders to unregulated sports betting operators since the federal ban was struck down in 2018.

Florida

In February 2025, The Florida Gaming Control Commission (FGCC) sent cease-and-desist letters to the parent companies of three offshore bookmakers: BetUS, Bovada, and MyBookie.

Georgia

Online sports betting is not regulated in Georgia. It is therefore understood that any platform facilitating the activity is operating illegally. There is currently no record of the state specifically issuing formal cease and desist letters to unregulated operators since the federal ban was struck down in 2018.

Hawaii

Online sports betting is not regulated in Hawaii. It is therefore understood that any platform facilitating the activity is operating illegally. There is currently no record of the state specifically issuing formal cease and desist letters to unregulated operators since the federal ban was struck down in 2018.

Idaho

Online sports betting is not regulated in Idaho. It is therefore understood that any platform facilitating the activity is operating illegally. There is currently no record of the state specifically issuing formal cease and desist letters to unregulated operators since the federal ban was struck down in 2018.

Illinois

In February 2025, the Illinois Gaming Board issued a cease and desist letter to Bovada, BetOnline, BetUS, and other offshore operators) for suspected unlicensed sports wagering, violating the Illinois Sports Wagering Act and Illinois Criminal Code.

Indiana

There is no current record of the Indiana Gaming Commission (IGC) sending cease and desist letters to unregulated sports betting operators since the federal ban was struck down in 2018.

Iowa

There is no current record of Iowa state sending cease and desist letters to unregulated sports betting operators since the federal ban was struck down in 2018.

Kansas

The state of Kansas, through its regulatory bodies, has issued cease-and-desist letters to offshore and illegal sports betting operators, most notably Bovada, to prevent them from offering unlicensed services to Kansas residents.

Kentucky

Online sports betting is not regulated in Kentucky. It is therefore understood that any platform facilitating the activity is operating illegally. There is currently no record of the state specifically issuing formal cease and desist letters to unregulated operators since the federal ban was struck down in 2018.

Louisiana

The Louisiana Gaming Control Board has one of the largest lists of unregulated betting sites that have been issued cease and desist letters in the United States. Unregulated sports betting operators named on the list include (but are not exclusive to) Bovada, BetUS, BetOnline, BetDSI, BetNow, and BookMaker. View the complete list here.

Maine

In June of 2025, Maine's Gambling Control Unit issued a press release warning residents of the various unlicensed Maine sports betting operators. At press, they have not issued formal cease and desist letters to these operators.

Maryland

In 2024, Maryland issued a cease-and-desist letter to Bovada, and in response, Bovada added Maryland to its list of restricted states.

Massachusetts

In 2024 and again in 2025, the Massachusetts Attorney General's office issued C&D letters to major offshore and unlicensed operators, including Bovada, Sportsbetting.ag, and BetOnline, for offering illegal online casino and sports betting products to Massachusetts residents. These letters direct the companies to immediately stop offering services in the state and to refund all Massachusetts users.

Michigan

In May of 2024, the Michigan Gaming Control Board (MGCB) issued a cease-and-desist order against Curaçao-based Bovada for allowing Michigan residents to access their games. A year later, the MGCB issued a C&D to BetOnline.ag followed by BetUS. C&Ds for more unregulated operators are expected in 2026.

Minnesota

While online sports betting is not regulated in Minnesota, Attorney General Keith Ellison has been proactive. In November of 2025, Ellison issued cease and desist letters to BetAnySports, BetOnline, BetUS, BetNow, BetWhale, Bovada, EveryGame Sportsbook, MyBookie, SportsBetting.com, XBet, and a number of online casino operators.

Mississippi

On July 24, 2024, the Mississippi Gaming Commission issued cease and desist letters to five online gambling sites found operating illegally in Mississippi. Letters were issued electronically and by mail to companies operating through sites Bovado, MyBookie, BetWhale, BetUS and Betonline.

Missouri

At press, Missouri has not issued cease and desist letters for general sports betting, although the Missouri Gaming Commission (MGC) issued a memo to licensed daily fantasy sports (DFS) operators to cease and desist from offering "against-the-house" pick'em style contests, which they to considered a form of unlicensed sports wagering under state law. This was prior to sports betting becoming legal in the state in 2025.

Montana

At press, Montana has not issued cease and desist letters for general sports betting. However, in October of 2025, the Montana Department of Justice (DOJ) joined Nevada, Arizona, Illinois, Maryland, New Jersey, and Ohio in sendingf C&D letters to sports trading operators, which persist in a legal grey area.

Nebraska

There is no current record of Nebraska state sending cease and desist letters to unregulated sports betting operators since the federal ban was struck down in 2018.

Nevada

Nevada was one of the first regulated states to send cease and desist letters to the most-trafficked unregulated sports betting site in the USA, Bovada. The state has also joined Arizona, Illinois, Maryland, New Jersey, and Ohio in sendingf C&D letters to sports trading operators, which persist in a legal grey area.

New Hampshire

Early in 2025, the New Hampshire Lottery and New Hampshire Department of Justice sent a cease and desist letter to Bovada.

New Jersey

There is no current record of New Jersey state sending cease and desist letters to unregulated sports betting operators since the federal ban was struck down in 2018. That being said, the state has joined Arizona, Illinois, Nevada, Maryland, and Ohio in sendingf C&D letters to sports trading operators, which persist in a legal grey area.

New Mexico

There is no current record of New Mexico state sending cease and desist letters to unregulated sports betting operators since the federal ban was struck down in 2018.

New York

There is no current record of New York state sending cease and desist letters to unregulated sports betting operators since the federal ban was struck down in 2018. That being said, the state has joined Arizona, Illinois, Maryland, Nevada, New Jersey, and Ohio in sendingf C&D letters to sports trading operators, which persist in a legal grey area.

North Carolina

There is no current record of North Carolina sending cease and desist letters to unregulated sports betting operators since the federal ban was struck down in 2018.

North Dakota

There is no current record of North Dakota sending cease and desist letters to unregulated sports betting operators since the federal ban was struck down in 2018.

Ohio

There is no current record of Ohio sending cease and desist letters to unregulated sports betting operators since the federal ban was struck down in 2018. That being said, the Ohio Casino Control Commission (OCCC) has joined Arizona, Illinois, Maryland, Nevada, New Jersey, and New York in sendingf C&D letters to sports trading operators, which persist in a legal grey area.

Oklahoma

Online sports betting is not regulated in Oklahoma. It is therefore understood that any platform facilitating the activity is operating illegally. There is currently no record of the state specifically issuing formal cease and desist letters to unregulated operators since the federal ban was struck down in 2018.

Oregon

There is no current record of Oregon sending cease and desist letters to unregulated sports betting operators since the federal ban was struck down in 2018.

Pennsylvania

The Pennsylvania Gaming Control Board's Office of Enforcement Counsel sent Bovada a cease and desist letter at the end of August of 2024.

Rhode Island

In the summer of 2025, Rhode Island regulators stepped up efforts to crack down on offshore sports betting activities, with Attorney General Peter Neronha ordering cease and desist orders to a number of offshore sports betting operators, including Bifa, Online Betting, Bovada, MyBookie, and YouWager.

South Carolina

Online sports betting is not regulated in South Carolina. It is therefore understood that any platform facilitating the activity is operating illegally. There is currently no record of the state specifically issuing formal cease and desist letters to unregulated operators since the federal ban was struck down in 2018.

South Dakota

There is no current record of South Dakota sending cease and desist letters to unregulated sports betting operators since the federal ban was struck down in 2018.

Tennessee

The Tennessee Sports Wagering Council (SWC) issued several cease-and-desist letters to Bovada and subsequently imposed $50,000 in fines for operating illegally in the state. As a result of this action, Bovada stopped accepting wagers from Tennessee account holders in November 2024. To date, the SWC regularly issues cease and desist letters to a number of illegal, unlicensed offshore sports betting operators and social gaming platforms. This is part of a larger effort to protect consumers and ensure the integrity of the state's legal, regulated sports betting market.

Texas

Online sports betting is not regulated in Texas. It is therefore understood that any platform facilitating the activity is operating illegally. There is currently no record of the state specifically issuing formal cease and desist letters to unregulated operators since the federal ban was struck down in 2018.

Utah

Online sports betting is not regulated in Utah. It is therefore understood that any platform facilitating the activity is operating illegally. There is currently no record of the state specifically issuing formal cease and desist letters to unregulated operators since the federal ban was struck down in 2018.

Vermont

There is no current record of Vermont sending cease and desist letters to unregulated sports betting operators since the federal ban was struck down in 2018.

Virginia

There is no current record of Virginia sending cease and desist letters to unregulated sports betting operators since the federal ban was struck down in 2018.

Washington State

In September of 2025, the Washington State Gambling Commission sent a second cease-and-desist letter to Bovada after the offshore operator ignored its first.

Washington DC

The District of Columbia has taken enforcement action against unlicensed sports betting operators. In July 2024, the District of Columbia (DC) Office of Lottery and Gaming (OLG) or related authorities issued a cease-and-desist order to the offshore gaming operator Bovada, leading the company to restrict access to users in D.C..

West Virginia

In July of 2024, West Virginia sent Bovada a cease-and-desist letter.

Wisconsin

There is no current record of Wisconsin sending cease and desist letters to unregulated sports betting operators since the federal ban was struck down in 2018.

Wyoming

There is no current record of Wyoming sending cease and desist letters to unregulated sports betting operators since the federal ban was struck down in 2018.
